Dear Fellow Landowners in DD#37/Pickerel Run,


The Board of Trustees of DD#37/Pickerel Run have, what we believe to be, good news in regard to the
repair project that has encompassed the open ditch of DD #37/Pickerel Run. Jacobson-Westergard &
Associates Inc., a civil engineering firm from Estherville Iowa, was contracted to facilitate the project,
and Reutzel Excavating Inc. of Burt, Iowa was entrusted with the work after the necessary bid-letting
process was properly conducted on September 29, 2022. On April 18, 2024 the Board of Trustees of
DD#37/Pickerel Run received a Certificate of Completion, a copy of which is included with this letter.
At its most recent meeting of the Board of Trustees of DD#37/Pickerel on April 26, 2024, it was
determined that the Completion Hearing will be held on June 6, 2024 at 10:00 a.m. in the Clay County
Administration Board Room, in accordance with Iowa Code 468.101:


“When the work to be done under a contract is completed to the satisfaction of the engineer in charge of
construction, the engineer shall report and certify that the contract is completed to the board. Upon
receipt of the report, the board shall set a day to consider the report and shall give notice of the time and
purpose of the meeting by ordinary mail to the owners of the land on which the work was done, and to
the owners of each tract of land or lot within the district by publication in a newspaper of general
circulation in the county.”


The official notice of the Completion Hearing is included with this letter which, according to the Code
cited above, is being sent in paper form only to those owners of land on which the work was done.
As part of the project, Collin Klingbeil of Jacobson-Westergard & Associates Inc. has completed a
determination of damages to property, a summary of which is included with this letter. Please review
this report. The Completion Hearing will be your final opportunity to bring any issues to our attention.
Please bring any photos or other documentation you might have for the Trustees to consider.
There has been much positive feedback on this project, and our hope is that it meets or surpasses your
expectations. The goal was to provide good drainage by eliminating downed trees in the ditch,
removing those that posed a current or future problem, while keeping costs down and preserving some
of the natural aspects of our unique Pickerel Run.
